Version 040F will be pushed out over the next few days.
The changes are:-

Detection of the condition where the interface is connected to the computer but not plugged into a car or not powered, and a clear warning that this is what the problem is.

Windows will not be pushed out for a day or two to give the antivirus vendors a chance to update.
